General DescriptionServes in the Behavioral Health Division carrying out the responsibilities described below under the Director of Nursing. Performs advanced (senior-level) nursing work. Work involves planning, developing, coordinating, and evaluating nursing activities and providing for the care and treatment of patients. Work may include service as a resource on nursing practices and education programs by performing consultative and administrative work. May assign and/or supervise the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position is clinically responsible for the provision of direct care nursing services to the Center’s Adult Behavioral Health clients and a working collaborative with other Behavioral Health staff, clients and initiatives. The position also serves as consultant to the Utilization Management Division of the Center as needed.

EXAMPLES OF WORK PERFORMED

  • Gathers and maintains patient information and records, including nursing assessment and medical history obtained from patients, relatives, or other professionals. Collaborates with physicians, psychologists, social workers, psychiatric nurses, or other professionals to discuss treatment plans and progress. Analyzes and evaluates patient data or test findings to assist in treatment process. Provides psychiatric nursing services to adult persons with mental illness and dual diagnosis of mental illness with substance abuse and/or intellectual or developmental disability. Completes documentation of services in the client record within Center UM guidelines and timeframes.
  • Coordinates and reviews nursing activities and makes recommendations for improvements. Serves as an expert consultant, instructor and mentor to Center staff and (with proper consents) to outside persons regarding medical/psychiatric needs of consumers.
  • Participates in the Center’s Utilization Management (UM) processes, especially as they relate to the resiliency and disease management (RDM) model of mental health services. In this capacity, provides consultation on policies and procedures related to UM; develops and implements quality assurance programs and processes.
  • Maintains positive, professional, and effective relationships with fellow members of the Center medical team, clinical and support staff, administration, and with community stakeholders.
  • Communication expectations gives full attention to what other people say; takes time to understand the point being made; and, asks questions as appropriate.
  • Serves as a resource on nursing practices and education programs by performing consultative and administrative work.
  • May assign and/or supervise the work of others
  • Performs high functioning clinical oversight of Nursing Service Delivery under the guidelines of CCBHC outcome measures and evidence based practice.

GENERAL QUALIFICATION GUIDELINES Experience/Education/Licensing/Certification

  • Experience in psychiatric nursing work is preferred. Graduation from an accredited four-year college or university with major course work in nursing(BSN) or completion of an accredited ADN nursing program
  • Must be registered as a Registered Nurse in the State of Texas or a state that recognized reciprocity through the Nurse Licensure Compact.
  • Valid driver’s license and expectable driver’s record, according to Center requirements.

Knowledge, Skills, And Abilities

  • Knowledge of nursing techniques and procedures; of health care laws and regulations; of medical/psychiatric diagnoses and procedures; of accepted medical treatment programs; of community health and nursing care principles, practices, and procedures; of program regulations and procedures; and, of utilization review and control measures.
  • Skill in the care and treatment of patients and in the operation of computers and applicable computer software.
  • Ability to provide patient care; to prepare and maintain records; to explain public health laws; to organize, coordinate, and evaluate nursing activities and delivery of psychiatric nursing services; to interpret policies and procedures; to interpret health care regulations; to recognize patterns of medical necessity treatment; to communicate effectively; and, to assign and/or supervise the work of others.
  • Ability to proficiently utilize relevant computer programs that support electronic medical records and electronic communication.
  • Ability to see, hear and talk effectively within job requirements.
  • Ability to stand, sit and walk for extended periods.
  • Ability to effectively handle potentially aggressive behavior of others in a positive manner.
  • Ability to complete collection of samples for laboratory testing and other tasks related to the completion of laboratory testing of both blood and urine .
