The Tennessee Department of Transportation (TDOT) is actively searching for long-term solutions to ease the congestion on this vital stretch of highway. TDOT is currently studying potential solutions for the I-40 corridor in West Knoxville, a critical area that sees an astonishing over 200,000 vehicles daily. This makes it one of the most congested in the state. The main goal is to improve safety and traffic flow. This project is in its early stages. TDOT is seeking public input, with a final plan not expected until after 2026.
Anyone who regularly travels the 17-mile stretch from the I-640 interchange to the I-40/I-75 interchange knows the struggle. As West Hills resident Candace Nehlsen put it, "It's just a parking lot." The current infrastructure, with short on-ramps and closely spaced interchanges, contributes to the problem. Data shows that during peak weekday hours (2:30 p.m. to 6:30 p.m.), speeds often drop to 31 mph or less, far below the usual 65 mph speed limit.
Knoxville is expected to experience rapid growth, potentially becoming one of the fastest-growing cities in the U.S. by 2026. This expected surge in population underscores the urgency of addressing the traffic issues. TDOT is considering a few options to combat traffic congestion and improve safety.
So, what's on the table? TDOT is exploring several possibilities. These include:
- Widening the highway: Adding more lanes to increase capacity.
- Choice lanes: Also known as toll lanes, offering a faster route for a fee.
- Smart traffic management systems: These could optimize traffic flow.
But here's where it gets controversial... the idea of toll lanes. These "choice lanes" are a relatively new concept in Tennessee, but they could offer a faster commute for those willing to pay. State Senator Becky Massey suggests that even if you don't use them, they could reduce regular traffic by around 30%. The cost for using these lanes would vary depending on the time of day.
Beyond choice lanes, other solutions are being considered. A smart traffic management system is another option, which could adjust traffic light timing at entrance points to optimize flow and reduce congestion. The study proposes alternatives and no plan will be set until after a second round of public hearings in 2026.
I-40 has been identified as one of the busiest and most dangerous roads in Tennessee, and without intervention, the situation is unlikely to improve. The I-40 and I-75 interchange is a major commercial route, and trucks add to the congestion. The American Transportation Research Institute named Knoxville home to two of the worst bottlenecks in the U.S. on its 2025 list of the top 100 worst bottlenecks for trucks, citing the I-40/I-75 exchange specifically, in addition to I-40 at I-275.
