Pee Dee deputy charged with DUI after pursuit ends in Horry County (2024)

HORRY COUNTY, S.C. (WBTW) — A Chesterfield County sheriff’s deputy was arrested Tuesday night in Horry County and charged with driving under the influence and other charges, authorities said.

Deputy Patrick Roscoe, 24, was charged with driving under the influence, having an open container and leaving the scene of the accident in Marlboro County. He was booked into J. Reuben Long Detention Center.

Roscoe appeared in Horry County Magistrate Court for a hearing Wednesday morning. He was released just before noon after posting a $1,249 bond.

Roscoe was arrested after an Horry County police officer conducted a traffic stop for a reckless driver along Highway 501 near Myrtle Ridge Drive, South Carolina Highway Patrol Cpl. David Jones said. Horry County police requested SCHP’s assistance at about 7:30 p.m.

Any Horry County police report said the deputy’s patrol vehicle was seen “exceeding speeds in the triple digits” heading south on Highway 501 passing Four Mile Road. A short time later, an officer pulled over the vehicle in front of Horry-Georgetown Technical College.

The officer asked Roscoe if he was working, and Roscoe told him that he had worked that day, the report said. The officer said he did not detect any impairment nor smell any alcoholic beverage. He advised Roscoe to slow down and allowed him to leave.

After being told by the Chesterfield County Sheriff’s Office that Roscoe was not authorized to be driving the vehicle, the report said the officer stopped Roscoe’s cruiser again on Highway 501 at Singleton Ridge.

At that point, Roscoe was asked if he had been drinking and he said no, the report said. The officer questioned Roscoe about his speed and he acknowledged that he was going between 80 mph and 85 mph. The officer also noticed damage to the rear bumper and grass on the side running board.

According to the report, while Roscoe was standing in front of the officer’s patrol vehicle, he was “slightly swaying and lost his balance twice.” An officer also found an open can of New Belgium Voodoo Ranger Juice Force IPA in the driver’s door compartment.

The report said Roscoe was arrested after SCHP responded and he failed a field sobriety test. However, the SCHP said Wednesday that Roscoe refused to take a breathalyzer test, meaning there was no blood alcohol content on record.

Shortly before the traffic stop that ended with his arrest, troopers said Roscoe was involved in a single-vehicle crash when he hit a ditch at the intersection of Salem Road and Hunts-Bluff Road in Marlboro County.

After finding out about the incident, Chesterfield County Sheriff Cambo Streater told News13 on Wednesday that he immediately fired Roscoe from his duties. He told News13 that he sent a major to Horry County Tuesday night to check on Roscoe’s patrol vehicle and to get his badge and inform him that he was being fired. The vehicle was retrieved on Wednesday.

Roscoe was not on duty at the time of the incident, according to Streater. He was scheduled to start work at 6 p.m. but called in saying he had a family emergency and couldn’t work.

Roscoe’s law enforcement career began in April 2021 with the Pageland Police Department, and he joined Chesterfield County as a deputy in January 2022, according to state Criminal Justice Academy records provided to News13.

Roscoe in April 2022 was certified in DUI detection and standardized field sobriety testing, most recently taking a three-hour training in those areas on May 1.

The highway patrol is the arresting agency and News13 has reached out to the department for more details about the crash, including a request for dashcam footage.
